Not one, but TWO bulges.
I don't think this dress will be a top seller at Bluefly.com. It's not that I think the woman looks fat--clearly, she's very (too?) thin--but there isn't a single woman I know who would willingly walk around in a dress that turns her love handles into a collection.

Does it have to bulge like that? The mannequin doesn't bulge. Though if it does, I'd guess only skinny people would wear it. Though larger people, I'd imagine, would stretch them out and make them flat again. I think. I don't know what I'm talking about.
It looks like something Santino Rice would design.
